There is a rock plugging up a crater that blows air. Get the Woody Catapult that is located on a wood cabin-like structure in the big ice room when you slid down the slide as a bear. Use the catapult by holding B and releasing it when you are ready to fire. This should break the rock so you can turn into the squirrel and glide to get more of the Vortex pieces.
