41 Bedford Point - On the second floor of Phil's Fully Cocked Gun Shop.
42 Rockford - At the port, between a small trailer and a hauler.
43 Belleville Park - At the monument in the park.
44 Aspatria - Behind a ramp by the boardwalk, along the west side.
45 Newport - Between a ramp and a hauler at the docks.
46 Callahan Bridge - Underneath a ramp leading to Portland.
47 Newport - On an awning to the north of the Callahan Bridge road. Back an ambulance up to reach it.
48 Newport - Park a car and climb atop the median, where there is an opening to reach the top of the ramp of greenery. Walk along the ledge to reach the package.
49 Newport - Beside the water, near the Yakuza apartments from Grand Theft Auto III.
50 Belleville Park - In the Callahan Bridge road, within a planter.
51 Belleville Park - Along the bridge leading to Shoreside Vale, on the left side of the bridge.
