Each character in DoA4 has their own unlockable costume. To unlock them, you need to complete the story using that character. e.g. To unlock Kasumi's costume, complete the story using Kasumi once.

For characters that can't be used in the story (Ein, Genfu and Leon) simply complete the Time Attack mode using that character.

Difficulty does not matter.
