In FireRed, and LeafGreen you can get the 3 dogs depending on your starter pokemon. Here are the steps:
1: Beat the Elite Four
2: Randomly in the wild, you can get 1 of the 3 dogs by your starter Pokemon.
Unlockable - How to Unlock
Raikou in the wild - Your starter must of been Squirtle.
Entei in the wild - Your starter must of been Bulbasaur.
Suicune in the wild - Your starter must have been Charmander.
