It comes with the game, no need to buy/download anything extra.
To find it, go to "My Computer". Then click on whichever hard drive the game is installed on. Then click "Program Files" > "Sports Interactive" > "Football Manager 2008" > "Data Editor".
I'd recommend you make a shortcut to the editor on your desktop if you plan on using it regularly.
