how to open new characters

Hi I have opened all characters but 2 and it doesnt matter what i do I cannot find a way of oppening them can anuyone advise what I need t do to open the characters between Tad and Kooper Trooper and also the very last box below Donkey Kong and to the right of Bowser ?
also is ther another row of CC below the 50 , 100 and 150 cc ?
