stuck on treason mission

I am stuck in the mission after where u have to rescue Oz from the traiterous army base. Its the one with all the bunkers of money.
I have no idea how ur supposed to win it, u aren't given enough at the start to defend your base and i always end up with only Oz, 3 tanks and a constructor that i ran away from the old base with.
Are u supposed to set up shop where they asked you originally, are u supposed to assault all the bases right away, wtf, i am so stuck.
on a sidenote, mercs are horrible so far, they cost too much and don't put out!
(this is the mission they introduce mercs)
