i just bought the game couple of weeks ago after someone recommended it, just wanna know whats best? to develop each settlement the same or to concentrate on a certain number of them and leave the others as small towns? and how do u change your capital city to another settlement?

Ok, to start it would be best to develop a few of your towns towards making money, building farms roads markets docks (if available) it is best to develop towns like this away from the fightin if possible where you are not expanding, the other towns close to areas you are looking to take over are best suited to military upgrades building better barracks/stables/archery ranges or building blacksmiths/armourers so the fighting is easier if a town is unhappy then I would advise you build say temples/shrines, depending on your civilisation there are also other buildings which increase public happiness like arenas or execution squares and of course all but the barbarians are capable of building sewers and other health beneficial "buildings" these can make the populous happy to a point but are best used to counter plagues or if you population is decreasing due eo squalor. another way to reduce squalor is by upgrading your towns to larger towns or citys which I recomend you do as early as possible for all settlements as it alows for better buildings which makes the game easier.
Oh and to change yourcapital you select the town you wish to make your capital click on the setlement details scroll and when it opens there should be an option on it to "make this settlement your capital"

on my current game im gaul. although my first game i played i was house of julli.
gaul is quite easy at the start because you have a large proportion of towns compared with other factions. i have taken over all of spain and italy and am now working towards germany and britain. any tips for gaul such as best units and things like that?

With the Gauls as other barbarians you only have 3 levels of towns which means you get your best units quickly the only problem is most of the barbarian settlements have really small populations, if you control italy then use there for troup supplys of your most powerful units and other towns with smaller population to increase the flow of money in.
