Player Values

Does anyone know wha tplayer value is based on because it seems to be a little random at times? I assumed that it was based on stats, age, average rating, clean sheats if goalkeeper, goals and assists if attacker etc, but this does not always seem to apply. With my sheffield wednesday team James Milner: age 22 average rating 8.3, best ever season 7 goals, 11 assists. Value: 14million, always is in team of the month and team of season, never been called up for england team.
Aaron lennon: age 21, average rating 8.7, best ever season 21 goals, 22 assists. Fan favourite. Never even been young player of the month. A lot better stats then Milner, never been called up for england team played for same number of seasons but about 3months longer for my team. Value: 4million.
Now Milners starting value is 8 million whereas Lennons is only 2million if you sign him for newcastle but 10million difference in value is a bit extreme when lennon is clearly better than milner. Can anyone care to explain this? Perhaps it is just my game because it happens with a few of my players and on different games as well e.g. abidas and babel, danielle de rossi and konko and ive beenr eading around some people claim to have pique worth 10million on his second season with a promoted team which i haven't even seen on fourth season.

Can anyone explain this???

i have no idea how the valuation of players works. i have just picked up Cesc Fabregas from League 1 Shrewsbury for £1.4m which was £400k more than he was worth and he was instantly worth £16m and about the 7th most expensive player in the world.
so your guess is as good as mine mate.

players normally rise in value as soon as they have been signed for obvious reasons

How do you sign a world class player that guarantee join your club? (I play Liverpool and I want to sign player like ronaldinho, any other player that a world class player on PS2) Because I can't sign any world class player.
