You need to unlock the Avenging Angels costume first of all... I think you unlock it just as your pass half of the missions. Once you're wearing it, if you go to an area where there are Avenging Angels, you should be able to recruit them. Also, if you go to the biker shop on the second island, next to the fire station you'll be able to do some Avenging Angels side-missions which; when completed, will unlock a bullet-proof SUV for you to blaze around Liberty City in without fear of being shot.

simple.you cant!, there must be a glitch that stops you from doing it cos even if you follow the on screen instructions it wont do a thing.
