After getting the bounty X'Plosives bag him,bring back to town,but don'turn him in right away. Down the road from the bounty store on the left hand side is a female clucker talk to her and she will tell you where to find and the password to get into the black market.

The Black Market you speak of is not located in New Yolk City, but rather the city in Mongo Valley. Thank You.
