i don't know the answer but i think its something to do with the legendary pokemon. i may be wrong...but hey

I'm currently playing:
Just before, ForTree or whatever in the water, it's there but only in 3 patches of the water, so you will have to find out which ones.

Yes, I know, Feebas is very hard to find
. But here is a guide:
To find Feebas, you must go to route 119. Feebas can only be obtained by fishing, but u can't just fish in any spot. In route 119, I estimate there are about 400 "squares" (as in "1" step) but feebas appears in only 6 of them. These 6 squares are completely random, so if someone else gets Feebas in a peculiar spot, you won't get it in that spot. in addition to this, every time you change the trendy phrase in Dewford town, the 6 squares are randomized again (try typing in Treeko Ball/Torchic Ball/Mudkip Ball, depending on your starter). But if u do find Feebas, (the chances are best with super rod) do not damage it unless you have a really weak pokemon, just throw a net ball or something at it because it is the Hoenn version of Magikarp Yay!

one spot i found is when you go up the waterfall, and the land to the left you can get on, the top right square right there is where i caught a whole box ful (
) of Feebas. i did that so i could get a modest, mild, calm, or rash one to have the best chance of it evolving into a Milotic (none of them did they all hated me i guess

the only way to get it to evolve is to get its beauty rate thing to its maximum, so give make lots of blue pokeblocks.
