I even caught him! I only used my old pokemons:

So guys, if you want to catch suicune, mind you he's weak. but I'm sure if you caught him, you might wanna toughen him up a bit! It's because his attacks are only:

But anyways, if you wanna toughen him up.!!! he'll get stronger. TRUST ME....!

CHECK OF ALL MESSAGES) All of you have legendary pokemon. You should use other pokemon that start weak. Pokemon that start strong aren't as powerful as pokemon that you level up to be strong.
My team is Salamence Lv.60, Latios Lv.60, Blastoise Lv.100, Dragonite Lv.60, Unown A Lv.40, and Charizard Lv.60. Note that only one is legendary, but starts at Lv.40.

You can't get a Kanto starter in Hoenn. You have to trade it.

And you catch Bagon in a small room at Meteor Falls. You then level it to 50 and it'll evolve to Salamense.

If it uses 1hit KO moves on a pokemon of a higher level, it won't work. Just so you know.
