The complete the game 'cheats' don't help you in anyway and the Equal Starter cheat is stupid too.
A) Nobody reckons that the team he said first was good
B) You can only have one starter

i suppose it stops users creating threads about it. but i agree they are pretty 'basic'

When i used 2 play pokemon i always got more than 1 starter, i got all 3 via trading them over asap and then starting a new game and trading them back so on.
Anyway these are more hints and tips, which is part of the cheat catagory, and hints and tips are based on opinions
