Capacity getting smaller even though i win the league???

I'm in my 3rd season with Liverpool and i've won the league in both seasons before this one. After every season, Anfield says (under construction) and then the capacity goes down. It stays low even after (under construction) goes away?? The capacity went from 45,000 to 34,000 and now its at 25,000??? Even tough it's always full.
Anyone else had this problem?
