Offer to Loan a player greyed out! Why?

OK, admittedly I have spent my entire transfer budget and am also over budget on wages, but when I go to the player profile and select offer, it only allows me to transfer, offer trial or make an enquiry.
Could this be because my squad size is too big?
I don't understand why me, the player doesn't seem to be allowed to loan a player yet am recieving news of other clubs loaning players Left right and center!
