Anything about the Sims 2 (any format!!)

Can anybody help me? I have a bit of a problem, a minor one. On my Sims 2 for DS, I can call Honest Jackson, but when I go to City Hall, He is not in his office. Anybody have any suggestions to why this is?? Thanks, rubyschnauzer
