The whole thing with people winning prizes for contributing was that people like yourself and Wriggy who never left the site were able to win prizes each month whereas those of us who are unable to be on the site 24/7 were at a big disadvantage.
The reason it's too quiet right now is because there are far too many petty arguments over nothing. If people come here and see that they can win prizes by being a decent member, wouldn't you think it's a place worth sticking around?
Having stuff like reviews taken in to account would be easy. We're talking about rewarding people who've been good for the site. Someone who posts good reviews and is well behaved in the forums deserves a prize more than someone who just posts a decent review every now and then.
To sum it up, going back to rewarding people for good contributions (such as reviews and cheats) is not the way to go as it'll just be the way it was before. Having it this way, we could get more content pushed into the site as well as (hopefully) keep everyone in line on the forums and entice more people to join.
